Learned to fly in the Czarist Russian air force, and served in a naval unit there.
Studied aviation technology in France, earning a degree in civil aviation.
Ethnically, a Russian, he fought for the Latvians in the War of Independence (member of the Vecauce Company).
June 19, 1919 - Transferred to Aviation group from the Vecauces military command.
September 1, 1924 - a founding member of the naval aviation unit (initially rated as an observer)
January 22, 1925 - re-certifies as a pilot.
January 23, 1925 - checks out on the Hanriot.
February 22, 1925 - Meijers is officially reprimanded for a clumsy landing in which Hanriot #5 was damaged.
June 1925 - checks out on the Savoia flying boat.
July 19, 1925 - with observer Lidaks, makes a long and dangerous ocean reconnaissance flight in very poor weather
to investigate Soviet ships reports near Liepaja.
September, 1925 - Meijers is disciplined for flying in Caudron #6 too low over the city (presumably Liepaja)
October and December, 1926 - called to testify in the court martial of N.Jevlampjev.
Between September 15, 1923 and January 1, 1927 Meijers logged 126.7 flying hours.
September 9, 1934 - participates in the Aviation Festival at Riga/Spilve.
September 8, 1935 - participates in the Aviation Festival at Riga/Spilve.
May 22, 1936 - The Naval aviation unit is disbanded. Meijers requests, and is granted, his discharge from the military.
